Y The embossed plastic cards will replace the current paper Medical Services Plan (MSP) iden- tifi¢gation card. For those aged 65, a new gold CareCard will re- place both the MSP card and the green and white Pharmacare card. Dueck said the new CareCards will result in more efficient re- gistration and record keeping systems for the Medical Services Plan, and significantly improve the Ministry's ability to analyse health-related data for research, program analysis, and long-range health care planning. The embossed plastic card, with a magnetic stripe on the ‘back, allows the CareCard to be tied into future technological developments in the health care field, said Dueck. For example, CareCard may help facilitate a computer link- up of pharmacies which is cur-~ rently being investigated by the “province's pharmacists and the ministry's Pharmacare program. CareCards will be delivered, by direct mail or through empl oy er/union/pension offices, at the rate of about 250,000 per week, to every ane Ee insured under the Medical Services Plan, in- cluding spouses, dependents, and children. In total, almost three million CareCards will be dis- tributed over’ a period of about 12 weeks, beginning July 31st. Most of the 400,000 gold Care- Cards for Seniors should be de- hivered by the end of August, and the remaining CareCards by Nov- ember 1989. Dueck also noted. that over the past few years, various re- tail and commercial groups and crown corporations such as B.C. Transit, B.C. Ferries, and B.C. Rail. have come to accept the green and white Pharmacare card as identification for Seniors' discounts. § Therefore, he said, a spe- cial effort was being made to familiarize these organizations with the new gold CareCard to en- Sure its acceptance as proof that the bearer of the card is 65 or older, and eligible for discounts for Seniors. The provincial government has established a Victims Inform- ation Line, accessible free of charge from anywhere in the prov- ince by dialing 1-800- VICTIMS (842-8467). Again, the most signifi- cant need at. this point is usual- ly information, says Shaw. Specialized support programs re- cognize that certain types of crime family violence, sexual assault and child sexual abuse - traumatize victims more than other crimes. These crimes may inflict a particularly severe Violation of the person; pro- viding assistance requires a sensitive approach. For many of these victims, =the prospect of reporting the crime can be frightening and they often turn to community agencies for help initially. Specialized support services provide the sensitive emotional support which victims of violence and sexual abuse need. Some programs are able to provide a crisis response and ensure that immediate needs such as medical treatment are taken care of. The programs also help victims in re- porting incidents, provide refer- rals to councelling agencies, and accompaniment and support as_ in- dividual cases proceed through the justice system Currently, 27 such programs are in opera- tion. , In most criminal cases, victims become witnesses in a court process that is often com- plex and not always clear in what it-expects of them.
