In Cassiar a teacherage costs approximately $490 per month for the above services. The teacher is charged $150.00 per month. The subsidy is necessary for recruitment and mainten- ance staff and to insure reasonable living accommodation for all teachers. The District can not operate without teachers. To attract and maintain a strong teaching force such inducements are essential. Subsidized housing is a fact of life in Northern Com- munities for both private and public sector employees. THE D SECTION — REPAIRS AND MAINTENANCE Included in this cost are: (a) Salaries of Maintenance Supervisor and all maintenance personnel. (b) Grounds and Building Materials and supplies (c) Equipment replacement and rental - including type- writers, and other equipment for school instructional use. (d) Repair and Maintenance of district owned vehicles (e) Travel expenses for maintenance personnel (f) Shop and Equipment Maintenance { COMMENTARY The factors which have significant impact on the D section of the budget are:- Isolation, extreme winters and spread. Once again maintenance salaries are higher for the same reasons as before. Travel and service costs are higher. Purchase of materials is more expensive. Many services have to be contracted out because it is not feasible or practical to have a district elect- rician, plumber, heating expert, engineer, audio visual repair man, etc. Contract services are more costly than straight labour. Spread and extreme winter temperatures combined to cause freeze - up in five of the six district schools and thirteen of its teacherages Christmas/New year 1981. The repair bill on these freezeups made a heavy inroad into this year’s maintenance bud- get. How does one plan for sixteen days of -45°C weather? How does one pay for the additional expenditure out of the equality the Stikine enjoys with Courtney, West Vancouver and the balmy Gulf Islands? CONCLUSIONS The further one goes with the comparison of School District 87 sectional budgetry costs with the provincial mean the more inviduous the comparison becomes. The more stringently one applies the factors which contri- bute to higher costs (Isolation, Extreme winters, Spread, Lower Student Teacher Ratio) the more pronounced is the inequality of a universal funding formula for all provincial school districts. The conclusion which the author draws from the foregoing is that a very strong case exists for the province's extending addition- al financial support to the Stikine so that it can develop a consist- ent education program. This additional financial support would enable the district to finance it’s Education Program without resort to an undue burden of taxation on its residents. The cost of providing a consistent education program in the . Jkine is considerably higher than other school district's in British Columbia. In general this higher cost is the product of Isolation, Extreme Winter, Spread, Low Student — Teacher Ratio — factors over which the board has minimal or no control. There is nothing more unequal than the equal treatment of equals.
