Marie Tracy Dear Readers: Please let me introduce myself. I am a grateful member of the human race. I say grateful because I had the good fortune to successfully quit smoking before messing up-my health completely. My interest. in the problems of quitting smoking came as a result of my days of personal frustration, agony and feelings of inadequacy and helpless- ness during each attempt to quit, always due to the difficulties I experienced in attempting to termin- ate an association of many years - 20 to be specific. I am not exaggerating when I say that I quit smoking several hundred times. Usually the decision was reached within seconds of stamping out my last butt. I'd say to my- self, "That's it. I'm not going to smoke another cigarette.'' My good intentions dissolved as the follow- ing hours heightened my restlessness and I became nervous and irritable. Soon my ability to rationalize © fwould take over and I would once more exchange my intentions to becom a Non-Smoker for a warm and comfort- ing smoke. Of course my conscience nagged me, but I usually felt a bit smug as well when I would admit that my suididal habit was the lesser of two evils. I also know after six years of working in the field of smoking cessation that many smokers. need some form of help. Not only to stop, but in order to stay stopped. If during one of my many attempts to quit I had known about the many withdrawal symptoms smokers exper- ience and how quickly they can disappear after stopping, I prob- ably would have been successful at ' quitting many years before I finally did. How- ever, during the month of December and early January, five hit and run accidents were reported. We remind everyone that -an accident may cost 2 points on your driver’s license, but a hit and run ac- cident -- where you have an accident and run away from it -- is an indictable crime and could result in a prison term. For the first time since 1938, the accident reporting system and forms have changed. Drivers no longer fill in their own accident form - it’s filled in by the RCMP. You cannot submit an insurance claim, without your copy of the accident report form that was filled out - by the RCMP. The report forms go to Victoria on — microfilm and into a computer. Now the program is ready to be carried out in Cassiar. The materials arrived from the RCMP’s head office. Ten engraving pencils arrived so that several Lions can work at once assisting local residents in marking their valuables. All of the identification information will end up on the RCMP's national computer in Ottawa so if the valuables are stolen the own- ers can be identified, regardless of where the valuables: are found. STEPHEN WIGBY BEING RAIL- ROADED OUT OF THE MEDICAL PROFESSION? Tite people of Watson Lake would like to know if justice was done! Dr. Stephen Wigby ‘recently went through a hearing, supposedly in the name of justice. But was it justice, or a railroading job? The Courier received this correspondence from Watson Lake: “The recent inquiry of Dr. Stephen Wigby was held to determine if the good Doctor is mentally competent. But did it?Judge for yourself! Mickey Fisher and Robert Stubenberg, both members of the Local Improvement District, had worked long and hard to make the hearing fair and_impartial, but their efforts were th- warted at every turn by red tape. Donald Taylor tried unsuccessfully to have the hearing pos- poned so Dr. Wigby could have the legal rep- resentation of his choice. Other residents of the area worked behind the scenes organizing a defense action as best they could. However hard these men worked, the Board of Inquiry, headed by Dr. Rigby of Vancouver and lawyer for the Board, J.T. Stevens, refused to change postpone or listen to any defense reasoning. Everything proceeded as they had planned it. At the end of two days of prosecution test- imony the Canadian Broadcasting Corp. re- ported that the Inquiry had adjourned and no more witnesses would be heard as they were unnecessary because the evidence was overwhelmingly against Dr. Wigby. In other words, the Board gave Dr. Wigby no oppor- tunity to defend himself. Before the verdict was reported, (See letter, below), Don Taylor went to the Commissioner of the Yukon demanding that an inquiry be held in Watson Lake and this time put all the local health facilities under investigation. After all, Dr. Wigby had been here for ten years~ without anyone questioning his mental compet- ence until head nurse S.K. Wong arrived here. The town of Watson Lake is very upset about all of this. Not simply because of the railroading techniques of the Board, but because the total health facilities problem in Watson Lake was not investigated at the same time. For these reasons, we question if justice has really: been served. In spite of what the Board called ‘‘overwhelmil evidence, why were no defense witnesses call. 4. What was the nature - medically - of Dr. Wigt “mental incompetence’’? Is it curable? 5. Why was it recommended the Doctor’s license suspended without any recommendation of reinst ment if his illenss is cured? Interesting questions? | think the true answers wo be much more interesting! The Inquiry was held at Whitehorse in the Yukon Territory on January 5th and 6th, 1977. Dr. Wigby and his Counsel appeared at the opening of the hearing and applied for an ad- journment. For reasons stated in the transcript of the proceedings, the motion for adjourn- ment was denied. Dr. Wigby and his Counsel withdrew, and the hearing proceeded in their absence. As a result of the examination of the wit- nesses and based on the evidence given, the Board of Inquiry came to the following con- clusions: 1. That Dr. Stephen Wigby of Watson Lake in the Yukon Territory is suffering from a mental ailment as referred to in Section 27 (1) of the Yukon Medical Ordinance. 2. That Dr. Stephen Wigby of Watson Lake in the Yukon Territory, based on the evidence given to the Board, is incompetent to practice _ medicine and that this is due in whole or part to his mental condition. , For these reasons, the Board of Inquiry recommends as follows: _1. That Dr. Stephen Wigby of Watson Lake in the Yukon Territory be struck off the Medical Register of the Yukon Territory and that his license to practice be cancelled.
