RK 1) RRR RRR RMR REM RRMRHRRE RRR RRR HR KR RRRHRHRH HHH Swiss have the solution for political problems Editor: Today, Canadians are facing a growing number of serious concerns such as the proposed Goods and Services tax, the Meech Lake Accord, the National debt, the. environ- ment, crime and punishment, foreign aid, government waste,and poverty in a land of plenty. No one seems able to come up with a solu- tion for individuals to obtain the kind of govemmment they desire. Last week, we attended a very interesting meeting in Vermilion. The topic was, “Citizen's Initiative and Referendum”. The presentation included Professor Geof- frey Walker's video, “The People’s Law”, on how the people of Switzerland, over 100 years ago, managed to solve their problems, which were similar to ours today, with a program of reform now known as the Swiss System. The Swiss System of Initiative, Referendum and Recall gives all electors the power to have areal ‘say’ in public policies by allowing them to initiate the legislation they desire. This is -done by petitioning for the holding of a bind- ing referendum. The electors are also able to veto any unpo- pular legislation by holding a binding referen- dum. There is a Recall provision which means if the people are not satisfied with their elected representative, they may petition to force his/ her recall at any time. This to be followed with a by-election at which he/she could stand for re -election if he/she wished. The Initiative and Referendum are proving most worthwhile wherever introduced. Swit- zerland today, is the most stable country in Westem Europe with one of the lowest taxa- tion and inflation rates in the world. Initiative and Referendum have also proved their worth in 24 U.S. states and most recently, Italy. Perhaps readers will remember how the electors of California, a few years ago, were able to stop a huge tax increase. At the present time there is a movement by the people of Australia to. demand the intro- duction of the Swiss System in their country. The electors are persuading representatives to include the Initiative and Referendum in party platforms. The Initiative and Referendum does not replace the party system but has given polliti- cians an incentive to be more sensitive to the wishes of the people. It also helps to produce more independently-minded politicians, thus reducing apathy among electors who know they can have a say on issues which concem them. May I urge all of your readers who would like to have a real choice of say in public policies to find out more about the system of Initiative, Referendum and Recall and to lean how we might convince our politicians we want to do more than tum up to vote for them every few years and then dutifully pay the taxes they have imposed on us.
