Environment Minister of Lucien Bouchard and the federal Conservatives have insulted Cana- dians with their recent decision on the Rafferty-Alameda project. (On the borders of Saskatchewan, Manitoba and North Dakota, USA). The problem is, they seem hell bent on trashing Canada's envizr- onment. Mr. Bouchard. re-issued a license for the construction of the Rafferty-Alameda mega~-dams without the completion of a fuil environmental impact assessment. In the words of my colleague Bill Blaikie, MP for Winnipeyg-Trans- cona, "Mr. Bouchard has thrown his commitment to the environment out the window...It's obvious to me that he wants to approve this project without a full environ- mental impact study as a favour to his friend Grant Devine (Prem- ier of Saskatchewan), before bringing in legislation which would have forced him to hold those hearings this fall." "AN OPINION _ ‘JACK J: KEMPE MLA FOR OMINECA Since the staggering turn- around of political tortunes in the September 20 by-election in Caribou, many theories have been projected as to why it happened. t would like to give my brief interpretation. Firstly,-let. me say that it came as absolutely no surprise to me. The writing has been on the ‘wall for over a year and probabiy began to emerge clearly when Grace McCarthy and Brian Smith left Cabinet. The present admin- istration is not Social Credit. 49.32% of British Columbians went to the polls on 22 October 1986 to elect Social Credit. What they really got was something completely different. S Although the Cariboo by. election will go down in the his- tory books as a milestone = in British Columbia politics, it may not be for many of the reasons I have heard given. The people of Cariboo Saw very clearly during the hectic high profile campaign what had become one of the once proud, once grass roots people and voted accordingly. This, as long as the present administra- tion, Wleh, bus. ulitra=right. wing big business oriented philosophy exists, will happen all over the province. ‘ The present Government is a Bill Vander Zalm government, © not Social Credit, make no mistake about it. As such it is foreign to those who’still hold the Real Social Credit philosophy, of grass roots, home, church, the famrVy and" AemoCrat ic“ process; ah SlSClable ” Tres. enterprises. dear. Cassiar Courier November 1989 Page 3 Last June the Mulroney Gov- ernment said it wanted to see a full environmental impact study of this scheme. Not only is this turnabout a slap in the face to Canadians, whose environment the conservatives are dangerously toying with, it is a punch at our courts as well. Back in April of this year the Federal Court of Canada quashed an earlier license granted by Mr. Bouchard's’ prede- cessor, former Conservative Envi-: ronment Minister Tom McMillan. The Court ruled that the earlier license should not have been granted without a proper environ- mental assessment. Mr. McMillan's original blunder unleashed a storm of protest from Canada's 1800 plus environmental organizations and ied to the resignation of his top policy advisor Blizabeth May. The controversy mushroomed util the last election when Mr. McmMil- tan was not able to hold his seat and Mr. Bouchard was’ appointed the new Minister of Environment. What does this mean to you?
