Parker at the 150 Mile House on the Cariboo Trail. Bill used to patrol the highway from Soda Creek to Bridge Creek during the summer months. He was not paid during the winter, and had to provide his own horse and hotel ex- penses as well as fodder and stabling for his horse. For all this he received during the summer months $125.00 per month. Another of the higher paid men was Fred Wollaston, also stationed at the 150 Mile Post. He was a special constable on duty as a stage guard, and rode the stages from Barkerville to Ashcroft. Valuable shipments of bullion were made by stage, and to discourage bandits, a police officer rode with the driver. He got $125.00 a month and had to furnish his own hotel accommodation and all personal expenses out of this amount. Like Parker, he was only paid during the summertime. William G. McMynn, who later became Superintendent of the Force, was sta- tioned at Midway, where he was Mining Recorder, Collector of Revenue and Con- stable at $75.00 per month. As he had very little time to devote to police work in view of his other appointments, Con- stable Ralph W. Deans was his assist- ant at a salary of $60.00 per month. “But not all the constables received such high wages as those I have told you about,’ he went on. “There was Fred Heal. He was a special constable at Vic- toria and did rural patrol work daily. He furnished his own horse and buggy and patrolled to Gordon Head, Burnside, Cedar Hill, Strawberry Vale, the Wil- lows and other points in the Victoria district. For this he was paid $30.00 per month. There was George Mitchell who was constable for the town of Clinton. He received $30.00 a month also. “To police the West Coast of Vancou- ver Island, there were two constables, Stanley Spain and James Seeley. These men were stationed at Clayoquot, and to patrol their long and rugged coast line, they were furnished with a small sailing sloop which proved totally ineffective to cover the wild and rocky coast. “At Vancouver there was just one con- stable, Richard B. Lister, who was also Collector of Revenue. One of your well known barristers, and a King’s Counsel, who recently passed away in Victoria, was a Provincial Constable for many years. He was W. H. Bullock-Web- ster, who in 1895 was Acting Chief Con- stable at New Westminster, and had the entire Fraser Valley district under his supervision. He took over the district from William Moresby, father of W. C. Moresby, K.C., of Victoria. F. S. Hussey was Superintendent of Provinciai Police at that time, and in speaking of Mr. Moresby who had just left the Pro- vincial Service he said, ‘Mr. William Moresby, who for many years so ably conducted the affairs of this gaol (New Westminster), was on the Ist August last, appointed to a better position under the Dominion Government, which I am sure he will fill with the same satisfaction as marked his service under this Depart- ment. His extensive knowledge of the Indian character, was particularly valu- able in the detection and prevention of crime in New Westminster District, which includes within its borders a great deal of sparsely settled and densely wooded country, offering frequently considerable difficulty to the successful pursuit and capture of offenders striv- ing to escape from justice. Hence this department appreciated very much the skilful, painstaking, and efficient services rendered by Mr. Moresby as Chief Con- stable of this District, and it is with very much regret (while we congratulate him upon his promotion) that we are com- pelled to lose his valuable assistance’. Quite a nice tribute, wasn’t it?” “What about the buildings in use by the Force fifty years ago?” I queried, “How were they constructed and were they adequate?” The stranger reflected S Eee RAPP MOTORS LIMITED General Motors Agents for New Westminster Repairs Parts and Service AUCTIONEERS AGENTS FOR GOODYEAR TIRES Phone 408 New Westminster Accessories Complete Reconditioning 891 Columbia BAILEY’S HARDWARE 4012 KINGSWAY (At McKay) BURNABY B.C.
