after the murder of Samuel Black, chief
trader, in the year 1841.

A parley was held, and threats and in-
ducements were made to coax the murderer
Casimir to give himself up to the authorities.
The outlaw had ammunition in a vantage
point upstairs.

A strong guard was left in charge the night
of April 24th, under the guidance of Chief
Constable Martin Beattie. Next day an at-
tempt was made to dynamite the building,
and while they were preparing to place the

sticks of explosives, Casimir stuck his head
out of a window, fired his remaining bullets
into the air, scattering the crowds, and with
raised hands, gave himself up. He followed
the Indian tradition of not surrendering as
long as he had ammunition.

Casimir was hanged in July, 1899.

B. C. POLICE CHANGES

IT IS not often that a change of officials
in an important governmental post occa-
sions the departure of such a competent man
as Col. J. H. McMullin, and the accession
of a most efficient man like Assistant Com-
missioner T. W. S. Parsons in the position
of Commissioner of the British Columbia
Police.

It is a force which stands very high in
the public estimation. For that reason it is
most essential that the corps should be efh-
ciently led. This situation has fortunately
existed so long now that the tradition might
outlive the departing personality. But hap-
pily in this case there is no fear of a setback.

Col. McMullin was a fearless, competent
officer. He is succeeded by an associate in
whom both the public and the force has
faith. There will be no departure from tried
policies which have raised the department
to a high level among the law enforcement
bodies of the continent—News-Herald,
Vancouver.
