the full costs of some programs, Siare the costs of some and leave
local School Boards to find the total costs of others. According to
Larry Kuehn, President of the B.C.T.F. this will mean:

“Increased. centralization and control. Victoria will dictate

the content of the curricula, the size of classes, the pupil/

teacher ratio, the special services (e.g Library Learning Assist-
ance, Counselling, Health, etc.) that may or may not be in-
cluded in the school system. These crucial decisions will be
made quietly and bureaucratically behind closed doors in

Victoria. This new system of program financing will destroy

the ability of your School Board to make decisions that are

appropriate for your community. Local concerns will have no
influence on the key decisions.”

Thirdly, and most importantly, it means a detrimental effect
on your children’s education.

- How much of an effect is difficult to state at present. It will
only be seen in the long term.

The Chairperson of the School Board, Sherry Sethan, has
stated that “Retention of teachers and programs is the highest
priority. ” The Trustees are acting responsibly in endeavouring to
keep the existing educational programs. They feel they can this
year; but what of next year?

WHAT ARE SOME OF THE POSSIBLE IMPLICATIONS?

- Learning disabled students will receive less help.
- Higher pupil/teacher ratio which means less time for individ-

ual students.
- More split classes.

5; WHAT CAN YOU DO?

It is not yet too late to stop these things from happening. It
was stated earlier that the ministry has “requested” the School
Districts to cut their budgets. At present Mr. Bennett's entire re-
straint program including the educational aspects are only a plan.
A plan he expects everyone in the Public Sector to follow prior to
legislation. This program will be introduced at the next sitting of

the Legislature. Before it is law the Legislature must pass it

your children we urge you to express these concerns to our MLA.

LOAD RESTRICTIONS
ADVANCE PUBLIC NOTICE

Pursuant to Section 26 of the “Highway. Act”, notice is hereby
given that load restrictions may be placed, on short notice in the
near future, on-ali highways in the following Highway Districts:

Prince Rupert, Terrace, Dease Lake, Smithers
and Burns Lake

Restrictions will be imposed in each District individually, as

conditions warrant.

The restrictions will limit vehicles to 100 percent, 70 percent or
50 percent of legal axle loading, as allowed under the regulations
pursuant to the Commercial Transport Act. Overweight permits
will not be granted. All term overveight permits are invalid.
Restrictions may be imposed as necessary.

The Public, and Trucking and Transportation Companies, sould
govern themselves accordingly.

Your co-operation in adhering to the above regulations will be
appreciated.
