Compliance is best determined by continuous monitoring.

In many instances this is not practical due to
limitations of the process involved, the sampling
program followed, or the monitoring equipment used.

In such cases, compliance may be determined by the
application of statistics and probability theory.

It has been found that environmental sample data

tends to be log normally distributed.

The summarized Monitoring Data in Appendix D is thus
shown as geomeuric. rather than arithmetic, means.

The data available when this brief was being prepared
indicates that the Cassiar program has resulted in an
overall reduction of contaminants. Facilities have been
progressively upgraded as intended by the terms
