The new legislation pro- poses to treat rape as a form. of indecent assault, thus emph- asizing the violent nature of the crime, and also giving law enforecement officials more enforceable laws with which to work. It is also hoped that this will reduce the stigma and trauma experienced by rape victims, and encourage them to report to po- lice incidents involving rape. Too many rape incidents now go unreported because victims are too embarrassed or too afraid te come forward. There are two proposed changes relating to family situations. One of these deals | with “parental kidnapping" and will make it an offense for one parent to take custody of a child in violation of the terms of a custody order or to vio- late the present custody ota ments of the child. ; The other section will make] it possible to subpoena as a witness the spouse of a person charged with assault against a child. Those sections of the new Bills dealing with pornography and prostitution primarily pro- vide tighter and more enflorce- able definitions of words used — in- description of criminal off- enses,.
