Page Eight thus obtained the foundation for a life- long study of the Law. Not satisfied with the relative sedentary occupation of assist- ant to the prosecutor, he joined the police services in his native Scotland. Succes- sively he was a member of the Aberdeen City Police, the Kincardineshire County Constabulary, and finally the Lanarkshire County Constabulary. Anxious to perfect himself in the profession he had chosen as a career, and feeling that he could study the problems confronting police in different localities best at first hand, he was not satisfied to remain with one force. He acquired a knowledge of different systems and administrative policies which has stood him in good stead throughout the years, and his early legal training has been an invaluable asset to the Forces with which he served. Since his youth, he has been a very staunch advocate of training for young police officers, and believes that an effec- tive training program is a necessity for any well disciplined and progressive force. His own case, of self-sought early train- ing, clearly illustrates the logic of his argument. Coming to Canada in 1911, seeking a new country in which to develop his career, Mr. Shirras joined the Nanaimo City Police Force in 1912. The first Great War commenced and he joined the 102nd Battalion and then was transferred to the 103rd Battalion. He served in France and was severely wounded in action at Lens. He eventually returned to Nanaimo, and was promoted to the post of Chief Constable of that City. In 1926, the Goy- ernment of British Columbia introduced legislation authorising the Provincial Police to enter into contracts with mun- icipalities for their policing. Seeing the “advantages to be gained by municipalities in entering into such contracts, he became a strong advocate of the idea, and the City of Nanaimo became one of the first few municipalities to take advantage of this arrangement. Mr. Shirras then joined the B. C. Police with the rank of Sergeant and took charge of Vancouver District. He was successively promoted to staff- sergeant and then to Deputy Inspector, and took over the acting command of “EK” Division of the Force. In 1932, he moved to Prince Rupert, where with the rank of full inspector, he took command of “D” Division. Moving to Kamloops in 1933, he commanded “C” Division, and also took over the wardenship of Kamloops Gaol. Remaining at Kamloops until 1940, he returned to Vancouver as Assistant Commissioner, and later became Deputy Commissioner. On January Ist, 1947, he took over his new office at Force Head- quarters.
