People of this sun sign belong mainly to the realm of art, science and mechanics but, due to their varying tastes, inclinations and abilities, they are seldom satisfied with one occupation or pursuit. Their intellect is bright, sparkling and witty but, due to a lack of concentration, they are not always profound, usually attaining only a superficial knowledge of that which they discuss. They tend to be very active and are so rest: less and nervous that they are a perpetual source of worry to themselves, as well as to others. People of this sign type tend to do two things at the same time and go to extremes in all that they do. They are aware of their lack of continuity and seldom understand their own wishes or requirements. They are quick-minded at grasping the thoughts and schemes of others but require and appreciate advice which will aid them in carrying out their plans and in making decisions of importance. They have inventive brains matched with great skill in the use of their hands and they take pleasure in being continually occupied with something, even though they tend to be methodical or systematic in their activ- ities. As long as their inspiration lasts, they will work with great and untiring ardor at whatever they are occupied with but have a tendency of leaving things unfinished, only to engage in another project, if interest is lost. Due to their love of change and adaptability, these people are usually more useful to others than to themselves. They have a genial, vivacious and courtesous mannerism, but are apt to be inconsistent. They are also very suspicious and rarely express a trust in others. Those born under the sign of Gemini have a dual nature that causes others to have misunderstanding of them. They are either very selfish or are self-sacrificing. They seldom hesitate in taking advantage of those who are hard pressed and they like to drive a hard bargain, but what they earn with one hand, they'll give away with the other and will almost never turn a deaf ear to a friend in need. They should learn to control their disposition towards their trend at leaving a job or goal unfinished while rushing off to start a new project elsewhere. Maybe they should schedule themselves to- wards two or three points of interest, thus satisfying their love for change and at the same time allowing themselves to com- plete what they start. Program and Rate Changes TABLE 1 Human Resources Minister Grace McCarthy recently announced an in- crease in benefits for recipients of G.A.I.N. income assistance. The new rates , illustrated on Table 1, came into effect on May 1. Mrs. McCarthy had earlier announced her ministry’s intention to review existing benefits in light of the current rate of inflation. The new rates will cost approxi- mately $42 million which includes earlier announcements of quarterly benefit increases for the handicapped and seniors. Effective May 1, 1982, the shelter allowances were increased from 14% to 18% depending on family size. The maximum shelter allowance is deter- mined by reviewing actual shelter costs paid by recipients and will now cover the shelter costs of the majority of G.A.I.N. recipients. The support portion of income assistance benefits has been increased by the 12.7 percentage change in the Vancouver Consumer Price Index for items related to support allowance such as food, clothing, transportation, health and education. Another change announced by the Minister relates to the Family Support Services Financial Eligibility Test. This is an income test used to determine the amount of the subsidy for family support services such as Day Care, Care by Agreement, and Homemaker Services (including those administer- ed through the Health Ministry). To provide for increased subsidization of these services, the ministry will increase the allowable income levels in the test by an average of 12%. *The allowable income levels in the test are reviewed annually and are nor- mally set at $100 above the basic income assistance rate appropriate for the family size. ‘This reflects my Ministry’s philosophy that reviews of benefits and polic- ies must always take into account our continuing goal of encouraging in- dependance. ’ * . . . . . The increases in the allowable income levels in the income test, costing more than $950,000 will enable more families to qualify for subsidized family support services or to receive a higher level of subsidy than they are currently receiving from the ministry,’’ Mrs. McCarthy explained. Table 2 shows the allowable income level which came into effect May 1st. Income assistance rates are now being determined by length of time on assistance, and employability, rather than age. The present practice of in- creasing benefits to those who are unemployable and who have been on _ assistance for over four months will continue. Two positive changes have been made to the rate structure -- unemployable single recipients under the age of 31, and couples where both are under the age of 31; who have been on assistance for over four months will qualify for increased benefits. This policy has been superseded by the previous changes in G.A.|.N. tar- getted towards “employable persons’. A new category has been created for the employable one parent with one child. This change will raise their benefits by $20 in addition to the cost of living increase. For those clients who are temporarily unable to find work, the ministry will be continuing its efforts towards helping them reach independence. The Minister stressed, however, that ‘‘for those families who, through no fault of their own, may have to remain on assistance -- that is, those who are unemployable-we can provide an income that will enable them to meet their basic living costs. ’’ Mrs. McCarthy also pointed out that G.A.|.N. is not the only source of income for those on income assistance for a full year. For example, these people may receive provincial personal income tax credit and renters tax credit as well as the Federal child tax credit. “| find it extremely gratifying,’ the Minister said, ‘‘to be receiving daily, from my staff and from former clients of the Ministry, success stories of those who have achieved the very worthwhile goal of financial independ- ence.
