Attending the ceremony were many
civic and government officials, the families
and friends of the honorees and a large
group of citizens. Fourteen members of
the force from Vernon and other valley
centres paraded into the court room. His
Worship Mayor David Howrie represent-
ed the city. He sat with Magistrate
William Morley and Corp. J. C. Gates,
Royal Canadian Mounted Police. Mem-
bers of the bar included C. W. Morrow,
M.L.A.; Gordon Lindsay and Horace W.
Galbraith.

“We are gathered for a very happy and
memorable occasion to witness the pre-
sentation of the Long Service and Good
Conduct Medal to seven members of the
B.C. Police,’ began A. E. Wilson, gov-
ernment agent, who opened the ceremony
and read. the requirements for the award.

Judge Archibald explained that the
Provincial Police have the longest tradi-
tion probably in North America, certainly
in Canada. They began first as a terri-
torial force in 1858, when Vancouver
Island and the mainland were still separ-
ate colonies. At that time, a constable
received $1 a day and two shillings living
allowance. After the Island and the main-
land became united in 1886, there was
gradual expansion as the province grew,
but the real turning point for the force
came in 1923 when the Hon. A. M. Man-
son became Attorney General and organ-
ized the B.C. Police by special act of
the legislature. For the first time, the
men were placed in uniform and training,
rank and promotion were standardized.

Soon after, municipalities which pre-
viously had local police, began coming
under the provincial organization by
special agreement.

“This has worked out very well,” said
Judge Archibald. The men in city and
district units work easily together, assist-
ing in the rapid apprehension of criminals
who may flee from one locality to another
after a crime.

“T know personally all the men to whom
I have given medals today. I consider it
a very great honour to be deputized by
the Attorney General to do this. I am
very glad to be able to give these medals,
and the recipients fully deserve them.”

Long applause from the audience fol-
lowed the conclusion of Judge Archibald’s
remarks.

Speaking as a member of the legisla-
ture and as representative of the bar, Mr.
Morrow said, “We are here today to give
honour where honour is due. It must be a
great moment in the lives of every man
receiving the award. It also must be
encouraging to constables to see their
superiors honoured in this manner.”

Mr. Morrow said that he considered
the good conduct requirements for the
police award more stringent than for
similar medals in the armed forces. He
also referred to the modern changes in
