Police, “Headquarters” is that mysterious abode of all wisdom, the Olympian heights, the ultimate destination of every complaint and report, and the place from where—in a variegated stream—come commendations and reprimands, promotions and transfers, and the thousand and one in- structions touching the work and conduct of the province’s khakiclad guardians of the law. Housed in a large barrack-like brick building, a stone’s throw from the Legis- lative Buildings at Victoria, here keen eyes daily scan reports from every part of British EA Columbia, knotty legal problems are un- tangled, and guidance and direction is fur- nished in the myriad complex problems which confront the police officer. The street floor accommodates various sections of the Motor Vehicle Branch, in- cluding Drivers’ examinations and _ tests, under Sergt. A. O. Cooke, and the Mechan- ical Branch, supervised by Sergt. J. Mc- Naught. Here also are rooms devoted to the motor vehicle addressograph system. Annually from these offices British Colum- bia’s automobile owners receive their new licence slips. Adjoining are offices where automobile Bills of Sale, and all Provincial drivers’ licences are filed. On the first floor of the building Com- missioner T. W. S. Parsons has his office, and in adjoining rooms are his secretarial staff. The Commissioner, a lean, bronzed Police veteran, is the keystone of a smoothly operating system, and his finger is on the pulse of every action taken by his wide- spread force. Sub-Inspr. C. Clark, the Commissioner’s Secretary, has charge of the secretariat and personnel records. On this floor is Inspr. Geo. A. Hood, with his assistant, Sub-Inspr. J. P. M. Hannah. He has a big job—the supervision of the Motor Vehicle Branch and its staff of eighty.
