Funds for the Vancouver Island branch are made available by a donation from the Community Chest, a federal government annual grant, as well as private donations. Ed Bergeron, at Spencerhouse in Victoria, is the only paid employee on Vancouver Island. In his capacity of Executive Secretary, his work in- cludes that of case worker, adminis- trator and office secretary. A board of 12 directors is chosen annually from the membership, which last year totalled 35 members. Each branch of the John Howard Society has its own constitution and by-laws, operates independently of other branches, but co-operates when referrals can be made of a case from one area to another. Objectives of the Society are mani- fold; the prevention of conditions con‘ributing to delinquency; to push for further prison reform; and to assist discharged prisoners. For the main part, funds are not available for the John Howard Society of Van- couver Island to help ex-prisoners financially to rehabilitate themselves. However, a counselling service, job placements, probably room and board for short periods, and many other services, are routine. By the Ticket of Leave License Act, which is administered by the Remission Service of the federal de- partment of justice, a first-time offender may appeal parole when half of his sentence is served. If the applicant is considered likely to re- spond to a program of rehabilitation, he may be paroled under the super- vision and responsibility of the John Howard Society. Chronic drug addicts and_alco- holics, not likely to respond, can be given little help by the Society at present. It can be understood readily that such complaints are medical and therefore the person concerned would not be a normal case. During 1953, 104 individuals ap- plied for assistance from the Victoria agency. Every two months, visits are made by the Victoria representative, Mr. Bergeron, to Oakalla provincial jail and the federal B.C. Penitentiary for consultations with officials, as well as prisoners due for release. And so, the great work began bya man in England over 200 years ago, is not forgotten. That man was John Howard.
