Reference to this trend is made in the report of the Commission which inquired into the state and manage- ment of the jails of British Columbia. The commission did extensive re- search into penals systems of the United States and other provinces of Canada as the foundation of recom- mendations to Attorney - General Wismer of British Columbia. They were most impressed with the California system as operated since the passing of The Prison Re-Organiza- tion Act of 1944. They spent ten days studying the system at close range and agreed that a number of its more significant features had proved them- selves and ought to be adopted in a modified form in British Columbia. Theories of the first half of the twentieth century, punishment and in- carceration are being replaced by theories of constructional rehabilita- tion and post-discharge supervision. Studied for Aptitude The report says that at San Quentin Guidance Centre every adult male committed to a California state prison must pass through the diagnostic clinic to spend approximately eight weeks under the observant eyes of pyschiatrists, psychologists, sociolo- gists, vocational counsellors, chaplains, doctors, dentists, teachers and correc- tional officers. Two thousand nine hundred men passed through the centre in a year and were reported on.
