Terrorized Peasantry The Encyclopaedia tells how the lawless conditions led owners of large estates to place their Jands in charge of energetic ruffians who exercised almost despotic power over a terror- ized peasantry. The authority goes on to tell how the ruffians in charge of the estates soon ruled the roost. Being neighbors they were able to meet and form a powerful organization. Turning the tables on the landowners who em- ployed them, they started dictating to their bosses. There weren’t many members in the organization but they soon found a united few could dictate to a larger number who had not the benefit of organization. Bound by close ties of fellowship and capable of any crime they com- pelled the landowners to employ per- sons of their choice, fixed the com- pensation they claimed for their services, the rents, price of lands and crops entrusted to their protection. Sought Further Fields to Conquer A parallel of their methods can be seen in the Operations of criminal syndicates of today. The Mafia having established its criminal ascendancy in one area sought further fields to conquer. It extended its activities to neighboring towns, dominated auction sales of land and crops and generally blocked any- thing likely to interfere with its own interests. As in the gangs of today, fierce quarrels over the spoils eventually arose among members of The Mafia. Again, as among the gangs of today, the quarrels led to terrible acts of vengeance, as for instance the recent killings of a Capone mobster by agents of a rival gang. Complicated Code of Traditions The Mafia and today’s gangs had another principle in common. They settled their quarrels among themselves; they never appealed for justice to the legally constituted authorities and never assisted in any way in the detection of a crime com- mitted against oneself or another Mafia member. This was one of the obligations they swore to under a complicated code of traditions to which they sub- scribed.
