Cst. Hutchison Ends
33 Years Police Service

After 33 years in the business of
law enforcement, Cst. P. R. Hutchison
has retired on superannuation.

He joined the City of North Van-
couver police June 15, 1922, and
served with that force until Oct. 15,
1934, at which time City of North
Vancouver Police were absorbed into
the B.C. Provincial Police, and was
then transferred to Nanaimo Detach-
ment, where he served until January,
1937. Then he was transferred to
Port Alberni Detachment and served
there until Aug. 1, 1947, at which
time he was transferred to Parksville
Detachment, being in charge of that
detachment when taken over by the
R.C.M. Police, on Aug. 15, 1950. On

Death Penalty
No Deterrent
Says Expert

The claim that capital punishment
is a deterrent to murder has been dis-
puted by an Ottawa psychiatrist.

Dr. J. P. S. Cathcart, who has ex-
amined about 25 convicted murderers
for the remissions branch of the
justice department, said that a feeling
of retribution seems to come to killers
only after the crime is committeed.

The idea of punishment does not
seem to figure in their thinking,” he
said. The murderers he examined in
the last eight years were incapable of
being deterred by the threat of capital
punishment.

Dr. Cathcart spoke to the Com-
mons-Senate committee studying
whether the Criminal Code sections
on capital and corporal punishment
and lotteries should be amended.

Asked Punishment

Majority of murderers he examined
could have been reformed, though
only after some punishment, he said.
Some murderers had a “dreadful feel-
ing of guilt” and demanded punish-
ment.

Except for killings committed by
gunmen during hold-ups, he said
there would be no increase in the
number of murders if the death pen-
alty was abolished and replaced by life
imprisonment. %*& >
