Solicitor-General said that such was the
lawlessness in London that “no man
could promise himself security, even in
his bed.”

This bill was defeated, the Middlesex
justices having denounced it as a “dan-
gerous innovation,” bound to “annihilate
the ancient and constitutional office of
Justice of the Peace.”

In 1820 serious riots broke out. The
Household Cavalry had to be called out
in a vain attempt to prevent Queen Caro-
line’s funeral procession passing through
London. There was much bloodshed, and

Two years later, Sir Robert Peel
became Home Secretary. As Irish Sec-
retary he had reorganized the Irish
Constabulary, whose men consequently
became known as “Peelers.” Before
seeing to the policing of London, Peel
wisely devoted his first term of office as
Home Secretary to reforming the crim-
inal laws.

Having thus done away with the bad
old principle that a savage sentence was
the best deterrent to crime, he went on
to aim at the prevention and detection
of crime by the establishment of an effi-
cient police force. His Metropolis Police
Improvement Bill received the Royal
assent in June, 1829, and soon after-
wards a new police office was opened at
4, Whitehall Place.

This new office had a back door lead-
ing to Scotland Yard, so called because
it was the site of a palace where once
the Kings and Queens of Scotland stayed
when they visited the English court.

The City of London was excluded
from Peel’s bill and to this day has re-
tained its own police. In 1839, however,
