Prior to the time of writing the letter, most of the previous 10 years of his life had been spent in and out of prison. Helping to put on their feet again persons who have been down for the count, is an extremely worthwhile endeavour. When it is realized that persons in jail are the forgotten men of society, it is indeed heartening to learn of some antidote, however small, which is actively striving to help rehabilitate ex-prisoners. Such is the work of the John Howard Societies of the world. But let’s go back to the beginning. John Howard was born at Bedford, England, in the year 1726, and lived till 1790. Inspired with human sym- pathies unusual in those harsh times when most offences were punishable by death, or the living death of transportation for life, and armed with wealth and some small measure of influence, he spent his life trying to improve prison conditions in Great Britain and on the Continent. His voluminous reports produced the first reforms in England in 1774. He con- tinued his jail inspections in Eng- land and in every quarter of Europe. He voluntarily underwent the rigors of quarantine imprisonment. He died in the Crimea while on his way to visit Asian prisons. The Howard League of England is a perpetuation of his work, and there are now John Howard Societies in all the larger cities of Canada, with Headquarters in Toronto. In British Columbia there are two branches, the John Howard Society of British Columbia in Vancouver serves Van- couver and the mainland. The John Howard Society of Vancouver Island, established in 1936, serves all of Van- couver Island.
