chief of the criminal investigation bureau here (his second-in-command), played nursemaid to a German spy. The spy was a German who had lived in Canada for some years. A submarine landed him on the shore of the Bay of Chaleur, in full naval uniform. But he changed to civilian clothes immediately afterward. Bordeleau re- members how his chief broke down the spy’s resolve. Police officers know that sometimes during interrogation there comes a moment when a man is on the point of confessing, but dares not, because of shame. He needs a “bridge for his conscience”’—some- thing to justify him. The agent’s $6,000 included gold, $20 bills and $2,000 in the big old $2 bills which had been withdrawn from circulation. Cliff Harvison picked up one of the bills and examined it with a critical eye. “Have you any enemies in Germany?” he asked. The man shook his head. Mr. Harvison talked about something else, then returned to the subject. He held a bill up to the light. “Just look at that,” he said in a tone of disgust, handing it to “Pete” Bordeleau. “T didn’t know what he had in mind,” Supt. Bordeleau recalls. “So I just said: “Tch, tch.’” Then Mr. Harvison turned to the spy and said: “If you have no bad friends in Germany, how is it that they supplied you with $2,000 in counterfeit bills ?” That was the bridge for conscience that the spy needed: treachery at home. He began to talk. Police per- suaded him to become a double agent, pretending to be a spy but in fact working for the Allies. They tried to reach his base in Hamburg, using his equipment, but couldn’t make radio contact. So they put more power in his set and built a 50-foot radio mast. The agent, working in co-operation with Harvison and Bordeleau, talked to Hamburg twice a day for a year. The Mounted Police maintained close liaison with British intelligence and the intelligence departments of the armed services; cautiously fed the Ger- mans harmless information and in return milked them for all the knowl edge they dared. Saboteur Roundup The man from the submarine was to have prepared the way for a num- ber of other agents, but the scheme never materialized. Nazi groups in Canada were to have been the founda- tion for an espionage and sabotage network, but on the day war broke out, R.C.M.P. rounded up 200 known Nazis in Montreal alone. Many of them had been under observation since 1936. Police also arrested a number of Fascists, foreign-born ones and mem- bers of Adrian Arcand’s home-grown group. But Italy never landed an agent in Canada.
