Classification, constructive rehabili- tation, and work constitute the core of the California system of institu- tional treatment. A felon is sent to the institution best suited to his per- sonality and needs, is assigned to work fitted to his capabilities, and is given such educational, religious and vocational training as will fit him into a modern democratic community on discharge from prison under supervi- sion. Mass industrial activity helps Cali- fornia institutions to pay their way and to keep inmates out of mischief. Furniture, clothing, concrete block, foundry and other factories are oper- ated with the consent of the Correc- tional Industries Commission on a state-use basis. Since no products under this arrangement are sold on the open market, no public outcry re- sults from these constructive activities. Furniture repairing and refurbish- ing is done at Chino to which are sent adult offenders most responsive to treatment. It is done in co-operation with the Los Angeles School Board. It provides constructive labor for prisoners and reduces school taxes. Become Skilled Craftsmen At Lancaster, where youthful of- fenders are sent, furniture and mat- tress making has tested the proposi- tion that boys of low mentality with high manipulative ability become skilled furniture craftsmen after a short period of apprenticeship. On the strength of their observa- tions there the B.C. commissioners were convinced of the wisdom of in- stalling equipment for the production of furniture and mattresses in British Columbia penal institutions. Teaching of plastering and _brick- laying also impressed the visiting British Columbians. They found the library and hobby shop at San Quentin a revelation. The educational program there has been worked out in co-operation with San Marin College with a staff of fully accredited instructors from that in- stitution.
