FROM AN embryo thought in the minds of “C” Division personnel, the “Inspector W. J. Service, M.M., and Const. Percy Carr, M.M., Memorial Scholarships” be- came the real thing on Friday, August 22nd, 1947, at a public ceremony in City Hall, Kamloops, B.C. Two cheques, each in the sum of $150, were presented to Sarah Kelsey, winner of the “Inspector Service’? award and Tom Legg, winner of the “Const. Carr” award, by Inspector Ernest Gammon, Officer Commanding “C” Division, B.C. Provincial Police, Kamloops. The In- spector in turn received warm tribute F. W. A.
