It should be noted that the outline is not a benefit-cost analysis. Benefits and costs are identified but are not equated in net benefit terms. The economic impacts are identi- fied for the following: Cassiar Asbestos Corporation Ltd. RivTow Straits Ltd. Province of British Columbia Northern British Columbia Communities 4.1 Direct Economic Impacts The proposed routing of asbestos fibre will result in a number of direct economic impacts. These impacts can be categorized within two time periods: ', @ Economic Impacts Resulting from the Initial Start-Up (construction, manufacturing, etc.) e Economic Impacts Resulting from the Operation of the Route The analysis which follows identifies and, where possible, evaluates the economic benefits and costs which will result from the proposed routing. The analysis does not identify possible impacts resulting from potential mineral developments and the Alcan pipeline proposal, which could also use the route. 4.1.1 Direct Economic Impacts: Start-Up Phase The construction of additional facilities, principally a truck terminal and marine terminal, and the purchase of transportation equipment by Cassiar Asbestos Corporation Ltd. and RivTow Straits Ltd. will provide employment and incomes for British Columbia residents.
