March 31, 2003 Good evening and welcome to Ultimatum: Quebec, I’m your host Stone Daniels. In today’s coverage we will receive reports from DanTV’s Chief War Correspondent (North American Division) Jack Daniels, Chief Political Correspondent Dan Oliver, Senior Quebec Bureau Chief Gilles Danceppe, plus com- mentary by Rex Danny. But first the latest developments. Quebec Premier Bernard Landry has declared that Quebec would secede by 2005. The Premier made it clear that the Parti Quebecois would outline a detailed plan for separation before holding a referendum. The regime in Quebec has repeatedly stated that after a yes win they would begin the intense negotiations with the Federal Government. If the negotiations fall through, then Quebec would Unilaterally Declare Independence (UDI) and forcefully separate. Troubling news for all of Canada. We now turn to Dan Oliver to discuss the political impact of the Premier’s decision. Thank you Stone. What the Premier said today is haunting and reminiscent of the turmoil that engulfed Canada in 1995, when the separatists almost broke apart the country. There are a cou- ple of things, however, that Quebec must be aware of if it plans to secede. The Federal Government's Clarity Bill clearly outlines that a clear majority of ***WANTED*** voters vote clearly for a clear yes answer to a clearly clear Clarity Bill-approved question of sover- eignty. Second the negotiations with the Feds would most likely prove fruitless, as Jean Chretien wouldn’t want to be known as the Prime Minister who let Quebec leave Canada. Politically Quebec’s secession would collapse the F.e.d.¢ ral Government. ff Notably because the Poff \i\anr (e Minister’s rid- ing is in Quebec and with no f Quebec, __ the [| Prime Minister doesn’t have a seat in House Commons and would have to resign. The loss of Quebec’s 75 seats would desta- bilize the Government as 35 Liberals, including 8 Cabinet Ministers and leadership hopeful Paul Martin, would no longer hold seats. The last detail the Premier must deal with is International Law. According to specific rules a nation cannot be legally sovereign, unless it is rec- ognized by numerous foreign countries. That means that the Canadian Government would push the world to not recognize a sovereign Quebec, effectively putting up a brick wall to stop the OPINION cheating tri-athlete with special shoes otherwise known as sepa- ratism. Back to you Stone. Troubling indeed, well we always want to show our viewers the illusion that we are impartial, so we now will hear the other side from DanTV’s Senior Quebec Bureau Chief and Senior Bitching Correspondent Gilles Danceppe. Thank you Stone. Quebec is crazy! Back to you Stone. Thanks Gilles, I think. Anyway next on Ultimatum: Quebec is Jack Daniels our Chief War Correspondent (North American Division) for what might happen should Quebec UDI (Unilaterally Declare Independence). Well Stone, the situation could become quite grave should there be a UDI. What I am getting from my sources is that should QuEbec UDI, NDCC will seek the approval of the PMO, CDS, DND and PCO to use JTF2 in Canada. Enterprising Students to Join the Orientation Crew!! While this is going on, the PCO will approve an Order in Council to implement the Emergencies Act to give the PMO, DND and PCO the extra powers needed to crush the PQ. With the Emergencies Act in place, CSIS will tap the phone lines on the Premier and other PQ MNAis, while the RCMP arrest and detain any PQ or ADO MNA who is sup- | porting the (| separatist | cause and JTF2 will | storm PQ HQ and the National Assembly and _itake outi the leadership. W) NDCC has | also. con- firmed that the RCN will send a frigate that Canadians from coast to coast will rally behind, the HMCS Toronto, to launch missiles into Quebec. An impressive war plan that is expect- ed to strike fear into the sepa- ratists or at least prepare them for the attack, considering that we have just released the entire war plan. Back to you Stone. An interesting scenario Jack, thanks. Finishing up our coverage of Ultimatum: Quebec is Rex Danny with his Point of Discussion. Quebec. A land of people who happen to speak another lan- Page 8 guage. Crazy. Or is it? Yes, defi- nitely crazy. The way Quebec keeps talking about separation, one might think that they are an oppressed people and need to free themselves from the tyrannical Canadian overlords. Hardly not, considering that Quebec gets a hefty sum of money from Ottawa. That doesn’t seem oppressive, now does it? No. My mother had a saying, ‘Don’t run in the house with scissors.’ Words that still ring true to this very day. My point is that Quebec has it good in Canada and that it should listen to my mother and not going running though the Confederation house with the scissors of separation. Or something like that. What we need is a solution to this problem. One that could end the bickering and bring us closer to each other. Something like - a group hug! That's right a group hug. All ten provinces, the three territories and the Federal Government coming together in big hug. That always solved my problems, except when my brother Modeen Danny stole my girlfriend, Allbeef Patty. Something that still angers me to this day! So in conclusion. Canada good. Separation bad. Mrs. Patty- whore! I’m Rex Danny. That was commentary by Rex Danny on Quebec, or at least I think it was. Well that is all the time we have for Ultimatum: Quebec. I’m Stone Daniels, good night. alee elena elaine eee This Coupon is good for one free hug.
