The other was the thirty-three-year-old barrister son of an Irish judge, Mr., afterwards Sir Richard Mayne. The combination of soldier and lawyer worked smoothly, and London owes a great debt to the tact and admin- istrative abilities of these two men. In 1850, Sir Charles Rowan retired. He was succeeded by another army man, Captain Hay, but this time the dual control did not work well. When Hay died in 1855, Sir Richard Mayne was left in sole charge, and never again were there two Commissioners. During Mayne’s thirty-nine years as Commissioner, the Metropolitan Police district was enlarged to an area of 688 square miles — almost its present size — and the force increased to nearly 9,000 men. The next Commissioner was Colonel Sir E. Henderson, who had previously spent twenty years in the prison service in Australia and in England. A quiet, self-possessed man with great common- sense, Henderson did much for the force. Tor Hats DiIsAPPEARED During his time as Commissioner, that splendid institution, the Metroplitan and City Police orphanage, was founded. Henderson urged the Government to in- crease his men’s pay, and improve the amenities at police stations. The old top hats and Wellington boots had dis- appeared in 1858. Henderson made fur- ther improvements in the uniform, gave men permission to wear plain clothes when off duty and allowed them to wear beards or moustaches. Previously “whiskers only’ had been the order. In 1885, the year before Sir G. Hen- derson retired, a site on the Embank- ment was purchased for the erection of a new police headquarters. Peel had thought that the establish- ment of the Metropolitan Police would lead to a state-controlled force for the whole country.
